In lieu of passing an annual budget, Congress has recently resorted to using short term
continuing resolutions to keep the
government funded and running. These appropriations bills touch every sector of the government and are fiercely debated and
lobbied. The First Street Research Group examines the lobbying activity of three of the recent continuing resolution bills (111th H.J.Res.101, 112th H.J.Res.44, 112th H.J.Res.48), including the 52 organizations that have lobbied all three.
